The first Commissioners' meeting, chaired by Tony Blair, took place in Downing Street on 4 May 2004. Commissioners considered an overview of evidence document prepared by the Secretariat and agreed both the objectives for the Commission and the six main themes and cross cutting issues that then defined the approach to the work. They also agreed a working level division of responsibilities for each theme.

Following the meeting the Commission published in July 2004, as work in progress, a document giving more detail on the Commission’s work programme and setting out possible implications for a programme of action.
