Tony Blair and Hilary Benn in Addis Ababa
The second formal meeting of the Commission took place at the Economic Commission for Africa in Addis Ababa from 7-8 October 2004. After giving a keynote speech (available in the Press Room) Tony Blair chaired the meeting closed sessions. The discussions on policy issues were wide ranging and covered a range of thematic issues and the links between them. Summary notes of the discussion are given below

The meeting was also an opportunity for debate, and for agreement, on the shape of the final report, consultation opportunities in Africa, and priorities for action.

Based on their discussions Commissioners agreed to publish the ideas emerging from their work-in-progress as a consultation document to be used as the basis for further consultation.

Following closed sessions the Commissioners discussed their work with representatives of African civil society. The three sessions covered the following areas:

  • Opportunity, growth, resources, aid, and debt relief, chaired by Hilary Benn and Michel Camdessus
  • Governance, peace and security, chaired by Linah Moholo
  • Human development, culture and inclusion, chaired by Anna Tibaijuka
