At their first meeting Commissioners agreed six main themes around which the work of the Commission was organised. They also agreed a working level division of responsibilities for each theme which is given on each theme page together with a brief summary of the some of the main issues that defined each theme’s initial line of inquiry. Tony Blair and Hilary Benn, as Commission Chair and Deputy Chair respectively, were not given responsibility for specific themes.

The Commission agreed that their working methods would take account of linkages between themes, enabling all Commissioners to make contributions across the range of the Commissioners work.
