Sir Nicholas Stern, Director of Policy and Research at the Secretariat to the Commission for Africa, gave the annual lecture at the Institute for Fiscal Studies (IFS) on the 26th of October. The lecture, entitled "A Strategy for Development: Supporting and Financing Africa's Resurgence", dealt with the challenges facing the African continent, with a particular emphasis on the role aid can play in tackling these.
