Fola Adeola a mené une série de consultations et de discussions au Nigeria et au Sénégal de septembre à décembre 2004. Ces réunions ont permis d'introduire l'opinion de groupes ruraux composés de femmes, de groupes de jeunes et de chefs d'entreprise et de fonctionnaires municipaux dans les débats de la Commission.
Fola Adeola a en outre convoqué une réunion régionale spécifique pour aborder les questions ayant trait au thème de la culture et de la participation ainsi qu'une table ronde réunissant des universitaires et des décideurs, qui ont généré un certain nombre de soumissions d'exposés très intéressants.
